NAFDAC — the National Agency for Food and Drug Administration and Control — is Nigeria's regulatory authority for food, drugs, cosmetics, medical devices, chemicals, and packaged water. If your import falls into any of these categories, you cannot clear it through customs without NAFDAC involvement.

Which Products Require NAFDAC Clearance?

NAFDAC regulates a wide range of products, including:

  • Food and food ingredients (including frozen foods, condiments, supplements)
  • Beverages (alcoholic and non-alcoholic)

NAFDAC Registration vs. Import Permit

There are two main NAFDAC pathways for imports:

  • NAFDAC Product Registration: Required for products that will be sold or distributed in Nigeria. Registration is obtained before import and gives your product a NAFDAC registration number. This is a multi-step process that can take several months.
  • NAFDAC Import Permit: Required for one-time or personal use imports, clinical trials, research purposes, or products in transit. Easier and faster to obtain than full registration.

The NAFDAC Clearance Process at the Port

Even with a valid NAFDAC registration number, your goods must go through a port clearance process:

  • 1. NAFDAC Notification: Your clearing agent notifies NAFDAC of the incoming consignment and provides the NAFDAC registration number and product details.
  • 2. Sample Collection: NAFDAC officials may collect samples from your consignment for lab testing, especially for food, drugs, and cosmetics.
  • 3. Document Review: NAFDAC reviews your import documents including the commercial invoice, packing list, Certificate of Analysis, and manufacturing date/expiry date.
  • 4. Inspection and Release: If samples pass lab tests and documents are in order, NAFDAC issues a clearance letter allowing Nigerian Customs to release the goods.

How Long Does NAFDAC Clearance Take?

NAFDAC clearance adds 7–21 working days to your standard clearance timeline, depending on the product and whether lab testing is required. Products requiring lab testing (drugs, food, cosmetics) take longer than those requiring only documentation review. Clearance timelines can be reduced by ensuring all documents are complete and correct from the start.

Key Documents for NAFDAC Clearance

  • NAFDAC Certificate of Product Registration (COPR) or Import Permit
  • Commercial Invoice with product description, quantity, and manufacturing/expiry dates
  • Certificate of Analysis (CoA) from the manufacturer
  • Certificate of Manufacture and Free Sale (CMFS)
  • Packing List
  • Bill of Lading / Airway Bill
  • For drugs: Good Manufacturing Practice (GMP) certificate

Common NAFDAC Clearance Problems

  • Importing products without a valid NAFDAC registration number — goods will be seized
  • Expiry date on product is less than 2 years from date of importation — NAFDAC may reject
  • Certificate of Analysis missing or doesn't match the product
  • Product specifications differ from what was registered with NAFDAC
  • Not notifying NAFDAC before vessel arrival, causing delays
